How has Iowa’s medical cannabis program changed?
Iowa’s program started small in 2014 and has grown step by step, though adult use is still illegal.
- Medical Cannabidiol Act (2014): Iowa first allowed cannabidiol oil for patients with intractable epilepsy.
- HF 524 (2017): Lawmakers added conditions like cancer, multiple sclerosis, and Parkinson’s disease, and licensed in-state manufacturers and dispensaries, which opened to patients on December 1, 2018.
- HF 2589 (2020): The state set the current limit of 4.5 grams of total THC every 90 days, with exceptions, and added PTSD and severe autism with self-injurious or aggressive behaviors as qualifying conditions.
- HF 990 (2026): Iowa removed the requirement that patients be permanent residents of the state, and the state may now license up to 10 medical dispensaries instead of five.
